A new control surface for Simtec

This page now follows the same broad interaction language you pointed me to: a slim left rail that expands on hover, a gear control anchored at the lower edge, and a breadcrumb band across the top. The shell is ready for future content, but for now it stays intentionally self-contained and lightly wired.

Layout System

Built like a page shell, not a placeholder

Rather than stacking generic sections, this version treats `Construct` like the first screen of a larger internal or product surface. The left rail, breadcrumb strip, and card system can all support additional content later without needing a redesign.

Expandable Rail

The sidebar stays compact by default and reveals labels as the rail expands, preserving screen space while still giving room for future navigation.

Shared Styling

The new chrome lives inside the centralized CSS, so the visual language stays consistent with the rest of the Simtec site rather than becoming a one-off.

Future-Ready Slots

The icon rail already has room for future destinations, but it remains intentionally non-linked for now, exactly as requested.
